Since student-made projects are for educational purposes and not for profit, copyright issues can be a little tricky. Some things are copyrighted for any use under any circumstances, so you have to have the owner's permission first. There are things you can use without the owner's permission as long as it's not for profit or mass distribution, so these types of things would be ok for student use. In any case, citing the owner of the content is always a good idea.

Anything depicting graphic violence/gore is absolutely unethical. Some types of illegal activity can be depicted if the project calls for it (like drugs for a health class project). Honestly, not sure what's illegal -- I get plagiarizing and claiming others' work as your own is illegal -- but outside of that, if a student were using a stock photo they didn't technically have the right to in a project, like, is that such a big deal? Some content it's next to impossible to find sources for.

In terms of the law, it's usually illegal for students to use content that is copyrighted and not cleared for fair use. In my opinion, students should be able to use all sorts of clips and text from other sources in their presentations as long as they clearly and accurately state that they do not own that content and that it is not their creation along with the name of the copyright holder, creator, etc. All of this being said in cases where students don't stand to make a profit off of using someone else's content. Also, students shouldn't be able to use anything offensive, but that's not necessarily a legality issue.

Copyright laws were implemented to protect the interest of the creator. We all want acknowledgement for our hard work. In a classroom environment, sampling of different works for the purpose of education is not quite as strict as attempting to gain from another person's work. It is still important to give that source credit in the form of a citation.

In a student-made video, you wouldn't want to use samples of other people's photos or works without permission. Student-made content should include their own creations. There is "free" content on the web where either copyright protection has expired or has copyright has been granted for use in education. Students should be directed to use it.
