    臺灣的歷史記載始於十六世紀，此時期因航海時代的到來，臺灣又位於東亞海域的交通樞紐位置，故往來船舶熱鬧非常。
臺灣與航海時代鏈結
     於此之前，雖然早有周邊區域的船舶來到臺灣，留下各種遺物，這方面資訊能從考古資料理解，但歷史文獻資料的紀錄闕如，難有較詳細的描述得以一窺究竟。然而，從這些僅有的資料可以了解，東亞區域的海上活動發展甚早，惟數量並不多；主要是該時期的船舶製造技術較落後，再者人們對於航海資訊及海洋環境的理解有限，因此藉由船舶往海外發展的情況較少。
     隨著歐洲人至亞洲貿易與殖民，臺灣與國際的鏈結更為緊密。當時，歐洲國家來到東亞海域的目的不外乎是傳教、取得香料和進行貿易。香料的生產地主要在東南亞，尤以摩鹿加群島周邊區域為多；貿易的重心則是明、清時期的中國，以及菲律賓和日本。臺灣剛好位於這個區塊鏈之間，自然成為航線的熱區。
臺灣早期的歷史就是一部海洋史，透過海洋與全世界進行連接，物種的交換、貿易的進行，勾勒出臺灣海洋史的多元性。

船舶遭難與沉船探勘
      雖然航海活動不曾間斷，人們也勇於挑戰大自然，但海上活動比起陸上活動的危險性增加許多，航行中經常發生險象環生的情況，發生在臺灣周邊的船舶遭難事件時有所聞。隨著各種航海技術和海洋知識的提升，人們對於海上活動的安全掌握更為完善，減少了船舶遭難事件的發生，但還是難以完全避免。
以目前研究資料顯示，臺灣所屬海域的水下文資主要以船舶為主，另外還有石滬、考古遺址等，船舶則為所有水下文資數量最多、分布區域最廣，其調查及研究工作也最為困難。由於各個海域情況不同，調查工作的進行亦有些不同，有些海域一年只能工作一至兩個月，如果剛好該時期的海象又不佳，這一整年就難以進行調查；再者，如遭難船舶位於較深的海域，調查人員受限於水深，探勘活動也會受到時間的限制。

沉船資訊與水下文資
     遭難船舶的紀錄可分成兩個部分：一是歷史文獻資料的記載；二是水下探勘公司的資訊。
       歷史文獻所記錄的沉船有較詳細的資訊可提供參考，紀錄包含木船和金屬船舶，記錄的資訊由古至今，惟資料的統計較不完整，沉船資訊只能透過各種研究進行加以累積。
     探勘公司所記錄的沉船資訊，是實際的沉船地點，可以提供有關沉船數量的最新資訊與地點，惟所記錄的資料主要以金屬船舶為主，木質帆船的記載仍相當有限。進行沉船研究時，可交叉比對上述兩方面資訊，才能獲得更多、更完整的船舶遭難訊息。
     依據最新文獻的研究資料顯示，臺灣所屬海域共有604艘沉船紀錄，惟實際數量一定更多，沉船數也會隨著研究持續進行不斷更新；如果依照國外沉船資料庫的資訊顯示，臺灣所屬海域的沉船數量更多於文獻資料的記載。
     水下文資，指的是海裡和海平面所遺留下來的遺物。臺灣水下船舶的研究工作已進行了十多年，「水下文化資產保存法」則於2015年12月9日公布實施；但早在該法實施前，文化部文化資產局就已開始積極的對臺灣所屬海域的水下文資進行相關研究工作，至今累積相當多成果，包括將「將軍一號」、「博卡喇汽船」、「山藤丸」、「廣丙艦」、「綠島一號」及「蘇布倫號」等六艘列冊為水下文資（如附表），並定期進行監看記錄。依據2022年的監看報告，這幾艘列冊沉船的水下保存狀況相當良好，沒有太大變化。目前，政府傾向水下文資就地保存，但亦會適時進行遺物的出水，便於研究工作進行。
