Blended learning is the combination delivery of content, face to face instruction, online instruction, and differentiated instruction to meet the needs of all students. Students learn at their own pace and time. If a student is fast and understands the content easy, he/she may move on to the next assignment. Student does not have to just sit there and do nothing. If a student understand the content at a slower pace he or she can rewind videos to watch the content until the student understands it. Students are also not limited to learn at school, they may learn at home or anywhere because of the technology tools that will be integrated. It also allows students to prefer how they want to learn and how they want to demonstrate proficiency

Blending learning is not simply tech integration. When tech acts as a direct tool substitute, with no functional change. Blended learning cannot simply occur by adding new technology tools. Blending learning is not learning a new technology tool. Many get the confusion of thinking blended learning is simple adding technology tools, which it is not. If you simple add a technology tool to your teaching and nothing else changes, that is not blended learning.
