The importance cannot be stressed enough, as we see in "What are its effects", it can permanently affect the child in a variety of nasty, negative ways. It increases the burden on Society, the Healthcare, and Education System, and on the parent's to take care of children who may have disabilities, physical and intellectual, because of this. Not only is it a societal and parental burden, it is blatantly unfair to the Child to have a life full of issues because your parents chose to irresponsibly drink before you were even born.
