Delegates at the convention had a very difficult time deciding how many representatives each state would get in the new Congress. The large states thought that representation should be based on the state's population, while small states believed that every state should be treated equally. This caused a big debate between delegates from large states and small states. Then there was two plans made, the Virginia Plan, and the New Jersey plan. The Virginia Plan thought that the more people the state had, the more power it should have, while the New Jersey Plan thought that every state would be the same. This then takes us to the Great Compromise, where we created a bicameral (2 house) Congress Senate, where every state had equal House of Representatives based on the states population.

Delegates at the convention were arguing about how slaves should be counted for in the population. The Southern states wanted slaves to count for representations, but not taxes, and the Northern states wanted slaves to count for taxes, but not representatives. This then lead up to the 3/5 compromise, where slaves would count for 3/5 of a person for representation and taxes.

Delegates at the convention disagreed over the issue of trade and its regulation. The North wanted to control trade, but the South worried that the North controlling the trades would hurt their economy. This then leads up to the Commerce Compromise, where the North agreed to wait 20 years to ban slavery

There were two sides to this issue, the Federalists, and the Anti-Federalists.
