         <description><![CDATA[<div>They were allowed to borrow money because they asked the states for funds, borrowing foreign governments, or selling western land.  They were allowed to negotiate treaties because if they didn't it would be a whole mess in arguing. The A.O.C was allowed to mint coins because so they could pay their expenses and the national government had to request money from the states. It's good to settle conflicts because then that could easily solve a problem that they are having and since the A.O.C was very weak that would be a good strength to have. It's also good to have a limited court because there would be a serious problem if their court was too powerful.<br><br></div>]]></description>

         <description><![CDATA[<div>It wanted to talk about economic problems and ways to change the A.O.C. Daniel Shays had 5 extra years in serving and when he got back he got taxed. Daniel didn’t like that because innocent people wouldn’t get paid in the army. He created was Shay's Rebellion and they discovered they had tons of flaws that they didn’t know before. So they decided to get together and write a new document that was fair or they should have earned little money while being in the army.</div>]]></description>

         <description><![CDATA[<div>The Articles Of Confederation failed because of the lack of central government and they were bicameral because they only had one branch which was the legislature branch. The Articles Of Confederation was too weak to enforce their laws and therefore had no power. They didn't react immediately, the document was clearly impossible to amend, and the central government couldn't collect taxes to fund its operations.  </div>]]></description>
