Could the floods in Valencia have been avoided?

First of all, we think that if the government had warned the population about this disaster earlier, there could have been fewer deaths. In addition, the authorities should have acted before the flood, if so, there would have been fewer people affected.

Furthermore, the government could have used the information of AEMET to prevent the catastrophe. Moreover, the soldiers couldn't have been sent because the national and territorial politicians didn't agree about a rescue plan.

This is no time to find who is guilty but to help the victims. However, if the emergency alert had been sent two or three hours before we wouldn't have regretted the loss of so many victims. We think that the Government couldn't have managed this situation in a worse way. But maybe the main question should have been why they built houses in this so floodable area.
