(We do not have an Okta account,and I do not have the Okta app on my phone.)

Once into the Hub, I went to the tiled Okta page.  I clicked on the "Salesforce (production)" tile and was immediately granted access. All good.

Is there any other way that I should be testing access to Salesforce? Should I be trying to access Salesforce independent of the Hub, using the Okta app?

Yay. I've never been prompted by Okta to authenticate, so after watching the training, I hunted around and noticed that in my Okta settings, Extra Verification wasn't set up. So I just did using Authenticator.
