The leader will also make sure that everything that the government does will never be questioned by the public. Stalin does this by  setting his 5 year plans. These plans consist of what he wants the state to look like by the end of the plan. The first plan however didn't end up working, so Stalin can up with another one. Stalin did just that. He helped unify the people when Lenin was in charge, that was how he climbed up in the ranks so fast. Stalin made sure that all the goals of the state were only viewed in a positive way and as a way to help everyone. Stalin also made sure that what ever he did was always viewed as good for the people. Stalin controlled all of that. He destroyed sacred places of worship and took out religious paintings from homes and replaced them with pictures of himself. All art had to be approved before being published in any way or there would be consequences. In schools, education was changed to glorify the achievements of the state and to show them that the government was always right. Stalin used the police to get people to not conspire against him. So instead of the police protecting the people, the police protected the government. There were police undercover everywhere and they were to report back to Stalin. Everything that was published or shown had to be approved and if it wasn't you get consequences. Everything was censored in order to make the government look good. Stalin does this by taking away any religious paintings that people had in their house and replacing them with pictures of him. Stalin also had a ton of spies, I guess you could say, around to just inform him of who was saying what. Stalin would have people listen to every single phone call everyone made and would have people go through people's mail just to make sure they weren't doing anything that could go against him.
