A train stopped, and Dill got off the train with Michael Crabtree. Heck spotted them, yelled "ILLEGAL IMMIGRANTS" and made them rebuild Maudie's House.

This, wasn't always true. You could be sent to jail for almost just the color of your skin. Tom Robinson is one of these people, he was convicted of pouring cement inside a tree outside the Radley House. This was a ploy by Mr. Cunningham (a mob member) to frame Tom and get away unscathed.
