Notify the hosting organization.

Ask the organization for help, if they can't help, try doing your best to finish the work. 

Let the organization know about the situation so they take into consideration for future assignments.

Try speaking with the person after to see their reason to not help.
If it is a justified reason, move on.
If it isn't stop planning your work with that person, so that your work doesn't get affected by their lack of commitment.

It all comes down to how the organization will proper manage your work load after that.

on the second reminder we put post it notes
and on the third we stop cleaning the dishes for them at all and let them keep piling up.

but to make it fun, we go and buy our own important dishes and use them when necessary and all dirty dishes go in a box right outside their room so they deal with the dirty dishes themselves :)
