A long term social change is usually the political laws and policies being altered. The political system is harder to adjust and change, because you have to convince a large group of people in order for it to be valid. This leads to it being more of a process. For example, discrimination or women's rights, it has been passed through generations so it's harder to eliminate.

A short term social change is having to have a quick response or agreement, this involves more pressure to make a decision and ensure it is the correct change to apply to the situation. Action is usually required right away, so the political system being altered wouldn't necessarily be urgent but a natural disaster would be a short term change. They are sudden, there is no preparation, and they need easy and fast decisions.
