The leaders that attended the conference were Clement Attlee, Harry Truman and Joseph Stalin. This conference caused a lot of conflict between the powers. This was because of Stalin wanted to penalize Germany and wanted access to it's industrial land know as the Ruhr. Stalin also wanted to gain foothold in Japan. Harry Truman and Clement Attlee both disagreed against Stalin, this deteriorated their relationship between the powers. The conference was also the first time the atomic bomb was discussed between the powers, as Harry Truman told Stalin that the USA where planning to use it on Japan to pressure them to exit the war.

It described the Soviet Union as a hostile force towards the United States. These feeling arose out of the Soviet Governments long-term feeling of domestic insecurity. This insecurity is due to instability of the Soviet Government and the Communist ideology. This leads to a general fear that its population would find out about alternative systems of Government with a higher quality of life.
This insecurity had been present prior to the Communist revolution of 1917 in the form of the rule of the Tsar. The Marxist ideology fitted this insecurity very well, this is due to the Marxist ideology believing in a dictatorship and its problems being solved due to some authoritarian leader or party. This Ideology justifies the Soviet Unions hostility towards foreign countries.
Kennan argued that due to this insecurity it would be impossible to come to a peaceful settlement with the Soviet Government. However he also claimed that direct military action towards the Soviet Government would be unnecessary. The way to defeat the Soviet Union would be by a policy of containment. This is because, although the Soviets would never stop to try get more power, however would be able to be stopped at any one point of pressure.
Kennan believed that the Soviet rule would inevitable collapse one day due to an internal struggle for control. This would cause that the superpower of the Soviet Union would crumble to "one of the weakest and most pitiable of national societies." Therefore the United States would only need to hinder Soviet growth until the inevitable collapse of the Soviet Union would arise.
