The act of 1867 allowed the military to go in to the south. The Military separated the south into five military sections. These were all controlled by generals. This was enforced so the south would follow the laws, treat African American men and allow them to vote . The law that they had to follow was the 14th Amendment anyone who was born in the United states could become a citizen. The Southerners did not react to this well the created the KKK.The KKK wanted to throw out the republican party and the reconstruction act.

The Reconstruction act of 1867 dived the south into five military districts. The North dived the south into five districts because the south wasn't letting African American men vote. So they put the military in the south to enforce the rules. The south did not like the military. So when the election came around Tilden won by a popular vote but lost by one electoral vote. So the south and the north had an agreement. The north would withdraw the military if the south let Hayes be elected.
