But also. the amount of specialists that will teach certain subjects and the amount of staffing that could be available. However, my answer is depending on funding of course.

On a side note, special schools and privates schools do not need to follow the national curriculum if 
they don't want to. So, i wonder if what is taught in the private schools is of better quality to that in mainstream....

Students might not have access to the resources (inc. trained teachers) needed for higher levels of attainment. 
Sometimes the medical needs attached to some disabilities might mean that students miss school and their could be a link between attendance and attainment.
