         <description><![CDATA[<div>  Mentally ill had been chained day and night to their bedsteads.  They were usually restrained by the strait-waistcoat, and with collars round their necks, the collars being fastened with chains or straps to the upper part of the bedstead, to prevent, it was said their tearing their clothes. Overall the mentally ill people got abused a lot and didn't get any of the right treatment.</div>]]></description>

         <description><![CDATA[<div> The Walnut Street Prison was one of the forerunners of an entire school of thought on prison construction and reform.The prison was built on Walnut Street, in Philadelphia, as a city jail in 1773 to alleviate overcrowding in the existing city jail.. Prisons were overcrowded and dirty, and inmates attacked each other regularly. Those who served their sentences came out of prison probably more inclined toward a criminal life than they were before their incarceration. This means that they had so many people that they needed another place to keep them in </div>]]></description>
