This is ideal, although true quality of education is highly dependent on region, type of school, etc. Factors such as the education and experience of teaching staff are crucial to this, as only qualified teachers are able to provide quality teaching material.
Despite these factors, I also believe that student involvement is crucial in the quality of education that one receives. A lazy or sleazy student will not improve themselves, no matter the quality of teaching that they receive. Poor student performance also impacts other peers, leading to a large percentage of students that are left poorly educated. This though, I believe is a direct result of poor governing over student bodies.
