I agree with Athens' way of governing, this is because I believe that it is better to get public opinion rather than to get the opinions of just a few people in power. Along with this, I think that working your people to submission and loyalty through punishment and intense fitness is a cruel thing to do and will possibly cause the citizens to resent the individuals in power rather than respect them.

I really think it depends, though I 'm leaning towards the Athens side. While Sparta controlled their people well enough for them to win the Peloponnesian War and be strong, Athens advanced society by giving a form of government that eventually would be used today more widespread than Sparta's. Also, even though Sparta technically won the war, Athens only surrendered so they didn't get fully massacred. Their ideas then spread throughout all of Greece, so really Athens won the war in the long run.
