The Rio Grande River was where Texas wanted its border with Mexico, but not where Mexico wanted the border. The Mexican government was upset with the U.S. for both of these actions and sent troops to the Rio Grande River to fight the American troops there. Nine American soldiers died in the fight. Polk sent word of the deaths to Congress and asked for a declaration of war against Mexico and Congress obliged. The declaration of war officially started the Mexican American War.

He annexed Texas to cause a war with Mexico and to get New Mexico, and California. The U.S. won the war, got the Rio Grande to be the Texan border, and gained New Mexico, and California. Which is all Polk wanted in the first place.
