A month before the declaration, Austria-Hungary issues an ultimatum which became Austria’s strategy (in coordination with Germany) to force a military conflict that Austria could win before the rest of Europe could react.

Russia and Serbia do not accept the terms of the ultimatum, and instead ignore the proposal. 

- Austria becomes furious with Serbia and blames Serbian Government. 
- Austria asks for an assurance from Germany to assist in defeating Russia and its allies.
