Okay, I took a stab at this and not sure I'm on track for the Aim statement. Please offer feedback... but thought I'd get us started. I used language from the eleot tool and thought about teacher clarity.

Aim statement:
Teachers will share student learning expectations [I can statements] every day for at least 1 content area (same content area) by October 1st.
(Thinking we'll focus on the teachers first. Also know this doesn't address rigor, but thought consistently posting would be a start.)

Fishbone: There is a lack of high expectations for students.
Why? Teachers do not fully understand the standards and are not able to hold them to the rigor of the standard.
Why? There is not any current or recent training or support for teachers to further explore the standards or to deconstruct them.
Why? The training was years ago and we've forgotten, moved on, or the teacher is new and has not training.
Why? There is not support or a system in place for on-boarding new staff. Or, there are new initiatives in place that have shifted school priorities.

By October 5, 2020, NIC Central's elementary schools, will improve student and teacher understanding of "I can" statements and how they relate to Kentucky Academic Standards. 100% of teachers will use and reference "I can" statements in lessons and lesson planning. 50% of students will show proficiency of "I can" statements/standards through formative and summative assessments from September 1 - October 5, 2020.

I agree with Kim's fishbone. I would add:

There is a lack of monitoring by school administration.

This is harder than I thought!!!!!

-NIC Central’s elementary schools will increase the number of students that are able to articulate the success criteria for each learning intention to 100% by October 30, 2020.-
(I wanted something like this because I thought that if students could articulate then learning could be more self-directed and students could work towards self-assessment. However, I cannot think of a reliable way to collect data for this AIM.)

So, maybe start with this...
-All teachers in NIC Central's elementary schools will increase the use of learning intentions with success criteria to 100% in lesson plans and daily instruction with students by October 30, 2020.-

(While this doesn't intentionally connect to rigor, it can if teachers are given support when creating learning intentions and success criteria during PLC.)

Simplified Fishbone:
*PLC: There is a lack knowledge about PLC processes/protocols. Inadequate time is allotted to complete the work of a true PLC.
*Standards: There is a lack of knowledge about standards (deconstructing standards, learning progressions, levels of rigor, and success criteria).
*High Expectations: There is a lack of high expectations for students. Success criteria does not align with the appropriate depth of knowledge/level of mastery for standards.
*Assessments: Students are not aware of the success criteria to show proficiency. Students do not self-assess learning to show understanding of success criteria.
*Student Engagement: Students are not aware of learning intentions or success criteria to focus learning. Tasks/activities are not rigorous enough to maintain student engagement.

By October 30th, _?_% of students will be able to communicate their learning by answering the Clarity for Learning questions during a Learning Walk.

This allows both teachers and students to be clear about what must be learned, why students are learning it, and how they can be successful.
It also ensures students are able to determine their next steps in learning through quality feedback and assessment. And it provides an opportunity for teachers to collaborate around clarity and ensure an aligned approach within the school.

‘It is only when teachers know and can articulate why students are learning what they are learning that they are in a position to design learning experiences that are authentic, relevant, and capable of cultivating the curiosity of the learners.’ ~John Hattie
