Firstly, he describes the homeless as being 'creatures', this implies he sees them as being abnormal and almost bestial. This is most likely to be because he is not used to seeing people living in this way and finds it strange that they do not act or live in the same way as himself and the people around him. He also says 'it's a disgrace sir!', which suggests he does not approve of the homeless living the way they do and doesn't believe they should be allowed to do so. 'And foreigners to see it, too'.
