Users were referred to "consumers" of the information. There was a very small number of authors on the web during this time, but there were very large numbers of users. This version of the web was not interactive so it was considered the "read-only" web. Students and teachers used the web to get information, play simulations, do drills, and take quizzes.

This is called the intelligent web because it was so advanced that software agents will use metadata to read info and such and respond. Giving the impression that the web appears to be intelligent from its responses.

It was a grouping of newer generations of social tech.
