Starting your request with these two modals immediately makes your request a lot more polite. Another word that should be used when making a polite request is 'please'.

Could I have ..., please?
EG:
Could I have the menu, please?
Could I have a glass of wine, please?

Also:
I'd like ..., please.
Could you ... me ..., please?
Would you mind + gerund, please?

EG:
I'd like the menu, please.
I'd like a glass of white wine, please.

Could you bring me the menu, please.
Could you bring me a glass of white wine, please.
