How can we ensure that beneficiaries are not liable for actions of central government

Notwistanding the significant changes proposed for the future of Cohesion Policy (as per PG/ML) this is paradoxically a great opportunity to extend Partnership Principle and Practices across all shared management programmes to be included in these new National Plans, going beyond the Common Strategic Framework in the 2014-2020 period.

There was some concern about the output of ECoPP to amend the Code of Conduct but these ideas can still be mainstreamed in both the post 2027 Regulations and implementing guidelines even if the Code is not renewed yet.

The topics covered (diagramm cannot be pasted here) could already be the topic and subtopics for one of the ECoPP seminar for 2025.

Collect demand from European institutions related to the consideration of the implementation of partnership principles

The importance of policy orientations from the european commission: How can communities of partnerships be reinforced?

What can we do to ensure that future cohesion policies protect this dimension?

How can we make the communication of ECoPP outcomes and topics more accessible for dissemination to citizens and building capacities of the ecosystem (managing authorities, CSOs, etc...)

How to profit the work already done to draft the proposal for 2025 ?

Use this pivotal moment (mid-term review 2025 of the programs) to provide the proposals to reinforce the partnership principles ?

Implementing the text and inputs on the ground. Focusing making it meaningfull, making a difference through the monitoring committees.
