Maybe the other two are acting that way because they are unsure of what to do, don't know where to start, or don't want to look like they aren't smart in front of the group. I would then recommend that have the students put down the papers for a little while and discuss/ brainstorm with their group what ideas or challenges they think they will face with the project.
