Perhaps the individuals are under a lot of stress and limited time and support due to perhaps financial issues from the NHS or to a high demand of service users. Also the staff could be under trained or under staffed. The staff could also not be enjoying their job. Maybe the staff members don't get along and would need
 to experience team bonding.
