         <description><![CDATA[<div>Large states VS. Small states. The convention had a hard time deciding how many representatives each state would get. The large states would have more power when making laws and the small states would have equal power when determining representation in congress. The congress job is to make laws.The Virginia plan was the large states and the New Jersey plan is the small states.</div>]]></description>

         <description><![CDATA[<div>How would slaves be counted in the population? This is the qustion that the southern and northern states disagree on. The southern states believe that slaves would count for representation but not for taxes. But the northern states believe that slaves should be counted for taxes but not representation. Both states compromise on slaves should be 3/5 of a person for representation and taxes. </div>]]></description>
