  • Increase access to safe drinking water
  • Ensure the sustainability (long-term availability) of the safe water sources
  • Increase developing country independence to provide access to safe drinking water
  • Improve people’s / consumers perception of well-being (this ties to the mention of social well-being)
For each of these end goals you need to consider what is evaluated and how: 

1. Increase access to safe drinking water 
  • This is covered by the WHO standard and is a technical evaluation.  We talked about benchmarking existing national or municipality standards against the WHO standard and/or having the member states vet the data then provide it to a governing body that does evaluations 
2. Ensure the sustainability (long-term availability) of the safe water sources 
  • This seems like it may need to be a separate standard or process as it goes beyond WHO to determine what is acceptable long-term availability for different types of water sources.  The standard is also likely to be more like a technical specification and would require a standard-setting process with experts providing input.
  • We didn’t talk about what verification of this aspect would look like
3. Increase developing country independence to provide access to safe drinking water 
  • It was mentioned that it could be an additional requirement that developed countries commit funding to incentivise developing countries.  This would need to be checked but this is a straightforward process that likely could be done by UNESCO, based on country reporting
4. Improve peoples’ / consumers’ perception of well-being (this ties to the mention of social well-being) 
  • This ties initially to the claims work and use of the UNESCO logo to communicate safe drinking water sources.  I would recommend that there is some pilot testing to see what are consumers reactions to the UNESCO logo and whether it creates the perception of trust you are looking for
  • I would also recommend that you look at what other incentives or actions are likely to drive consumers to trust their local water sources as there may be other strategies that are equally or more effective than using the UNESCO logo to convey trust
