He visited them in their room to examine Nancy. He seems like a doctor-on-call but his real occupation is one of Adolf Hitler's spies. His mission is to gather information on American military installations, weaponry, and strategy using industrial espionage. 
Being in the room trying to have conversations, Hazel talked about her husband and what he does. He works for the Atlas Powder Company, which manufactures weapons for the military. And being the spy Ebell is.. he knows the military's weaponry now.

Hazel and Nancy are stuck now so they decided to trolley across the border into Juarez, Mexico to go shop. When they arrived they were confronted with protests and chaos because they were all targeting Americans. Returned to their hotel safely.

He is a criminal, con-man, illegal abortionist, and medical quack with 30 known aliases. He is chronically broke and traveled from town to town staying one step ahead of his latest victims. He used to work off-books surgery services with Dr. Wolfgang Ebell but the two men hated and distrusted each other.

But the morning a few miles away in Juraez, an assassin's bomb exploded at a government building. 
They got on the road again escaping the attack. Hazel and Nancy meet a horrible end along the highway between El Paso and Dallas. 
On Friday, April 1st, two engineers reported an abandoned Packard near the intersection of US 80 and US Highway 290 which was the southern route branch off Route 80 on the way to San Antonio. But to get to Dallas they should've taken the northern fork. 
On April, 3rd, a search party found both bodies in a shallow gravel pit side-by-side face down south of the highway. He manipulates his victims so he probably manipulated them to go a different way on the highway. The passage states that Hazel and Nancy met the end of the highway to El Paso and Dallas. The Packard was abandoned near the intersection of US 80 and US HWY 290 which is south of Route 80 on the way to San Antonio. If they were headed to Dallas they should've taken the northern fork. He possibly told the girls to go one way to trick them into thinking they were taking a fast way since they were already behind on their trip.
