The new president Andrew Johnson was not as strict as lincoln wanted to be with the southeren states. He let many ormer Confederate leaders back into power which ade it harder for free slaves to get their rights. A group called the Radical Repbulicans in Congress took over and made stricter rules for the South to follow. This caused a lot of disareements and slowed down the rebuilding process. It also made it hard to make sure African Americans were treated fairly.</p>]]></description>
