         <description><![CDATA[<div>Two centuries ago children with behavioral issues were believed to be possessed by the devil, insane, or mentally retarded. In the late 1800’s children with who were manifestly different from their age mates were being put into special undergraded classes, with little attention paid to their individual or specific needs. After World War 2 the responsibility for children with exceptionalities gradually shifted from the medical or mental health professionals to educators. </div>]]></description>

The child’s attempt to communicate through speaking and writing is clouded by either externalizing or internalizing concerns, as well as social relationships.
