Between 2001 and 2019 OECD has conducted a Survey of Adult Skills, gathering data in 3 phases from 39 countries. The survey measured adult's (age 16 to 65) proficiency in literacy, numeracy and problem solving. Despite globalization and universal availability of information, some participant countries have scored exceptionally low. One such country is Ecuador. Highest scoring Ecuadorians with tertiary education have scored a maximum of 216 points. This score is so low that adults with lower than upper secondary education of other 25 other countries have surpassed them. In other words, most modern countries have adults without secondary education who score higher than Ecuadorians who finished tertiary education.
How is that possible in the age of globalization and limitless information? In my presentation I will try to discover the reasons for poor education results in Ecuador and analyze if 'new' philanthropy and 'market--based' measures could be the answer to their educational struggles.

OECD (2019), Skills Matter: Additional Results from the Survey of Adult Skills, OECD Skills Studies, OECD Publishing, Paris
https://doi.org/10.1787/1f029d8f-en

OECD (2019), Skills Matter Additional results from the survey of Adult skills, Annex A, Tables Annex Skills Matter 2019 - Chapter 3
https://doi.org/10.1787/888934020882

Stephen J.
