         <description><![CDATA[<div>After America declared neutrality in the war between Great Britain and the new French Republic, the British navy plundered American cargo ships. The British navy during this time lacked man-power to work aboard their numerous ships. For this reason, during the seizure of American ships, the British took American products and American men. Due to the lack of citizen documentation in the United States, the British were able to claim the American sailors to be British. As well, the British justified the seizure of American sailors by saying that they are previous British colonists. In the background image, one can see American sailors conceding to British officers threaten their lives.</div>]]></description>

Also, the south was upset because they were not compensated for their slaves but still had to pay pre-Revolutionary war debts to the British. The North collected damage debts from Britain. The treaty contributed to the divide between federalists and anti-federalists.</div>]]></description>
