The VTT of funds is a process facilitated by the CDSS between over-earning contractors and under-earning contractors with similar contract types (i.e., General Child Care and Development (CCTR) to CCTR) in an effort to fully utilize childcare and development funding. Contractors must self-identify as an over-or under-earner and submit a transfer request that includes an amount of contract funding that they expect to be able to temporarily release or accept. The LPC designees or a LPC subcommittee group facilitate the transfer of funds between contractors and submits requests to CDSS. Contract types that are eligible to participate in VTT’s are as follows: CCTR, Child Development Management Information System, Migrant Alternative Payment Program, Family Child Care Education Home Networks, Children with Severe Disabilities, Alternative Payment Program.

CDE:

California Education Code (EC) Section 8256 allows for the California Department of Education (CDE) to arrange interagency adjustments between different contractors with the same type of contract (i.e. CSPP to CSPP) when both agencies mutually agree to a temporary transfer of funds for the balance of the fiscal year. This transfer is known as a Voluntary and Temporary Transfer (VTT) of funds between over-earning contractors and under-earning contractors.

CDSS: Requests can be submitted between November 1 and November 15 or between April 15 and April 30. Additionally, CDSS will accept VTT requests between November 1 and April 30 on an as-needed basis, and process accordingly. VTT guidance and forms are located on CDSS contractor webpage at LPC Forms. If you need assistance obtaining the VTT forms or with the VTT process, please contact your CDFS fiscal analyst. VTT requests will be accepted electronically with Adobe Acrobat digital signature. The completed forms can be submitted via email to your Fiscal Analyst, once you have worked with your local LPC Subcommittee/Designee.

An Ad Hoc committee is a temporary committee formed to address a specific, singular issue, problem, or project. These committees concentrate their efforts on a single goal, providing a dedicated space for collaboration and problem-solving. Ad Hoc Committees meet outside of the regularly scheduled CQECC meetings to work towards their identified topic.

A workgroup is an group developed with the goal of accomplishing a standing identified task, item, or goal. Workgroups meet during the regularly scheduled CQECC meetings and include members of the CQECC and the public.

Current Workgroups

1. Professional Development - Each year this workgroup identifies an area in need of additional support, then develops a professional development opportunity to support the need. Then, outreach and recruitment is done to support educators in alignment with the Annual Zip Code Priorities Report and the CQECC Needs Assessment/Strategic Plan.

2. Quality Counts San Joaquin Workgroup - This workgroup (formally known as the Raising Quality! Workgroup) was established to move forward the work of Quality Counts California (QCC) to ensure that children in California have access to an equitable early learning and care experiences regardless of setting type and that contributes to positive child care outcomes and lifelong success. This workgroup holds standing representation at the CQECC meetings to ensure on-going opportunities for connection and collaboration.

It may be given by any Notary Public or by the Clerk of the Board of Supervisors.

1. It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances.
   

2. It serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.
