I read the article from governor Gavin Newsom, It did make me wondered if it was true. In the article it was stated that "in Los Angeles, Governor Newsom Announces $694 million in Homekey Awards to create more than 2,500 new homeless housing units statewide" This was mention in august 24, 2022. There was another result stated " award for $694 million for 35 projects that will create more then 2,500 new units in 19 communities through out the state." When the project get started this could help decrease homeless unsheltered California people.
                                    Reference
https://www.gov.ca.gov/2022/08/24/in-los-angeles-governor-newsom-announces-694-million-in-homekey-awards-to-create-more-than-2500-new-homeless-housing-units-statewide/

Alicia Victoria Lozano posted on March 5th, 2022. The information on how there is promises to help homelessness but either the promise is not kept or there is no proof to show that the state have decrease homeless. For an example is, "In San Francisco, hundreds of housing vacancies remain unfilled as the covid-19 pandemic has slowed efforts to pair homeless residents with hotel rooms and other forms of temporary housing," There is also how there is so much money spent on finding shelters for homeless but there is not a lot of proof that it was even done. Another example is, "a $1.2 billion bond measure is falling short of its promise to create up to 10,000 housing units for homeless people over a decade as construction cost sky rocket and projects drag on according to a city audit release Feb23." We wont know if they come through with their promises until it gets closer.
                                      Reference
https://www.nbcnews.com/news/us-news/california-spends-billions-tackle-homelessness-little-show-rcna17367
