This is a way that people can control others,  by using fear.

When the pigs move into the farmhouse and sleep on beds. This is apart of Napoleon's rise to power, because this is going against the 7 Commandants that all animals agreed on at the start of the Rebellion.

When he makes the hens give up all the eggs each week the chickens start to rebel against Napoleon. Because of this, Napoleon let's the chickens starve and this results in the chickens giving up and start to do as he wants, even though the little rebellion ended with some chickens dying of starvation.
