b) One way the national art council can do this is they can open up an interest pole where people would discuss whether it is necessary or not. Majority of the people would think it is unnecessary but the interest in artists would intervene. Yes, there would be arguments but we need to know whether it is a need or a want. More importantly, the art council should instead know if their residential area is necessary to do art or not. If it's mostly a young residential area, there would be more opportunities for artists to express themselves. But if it's an old residential area, it would not be necessary.

b) One way in which the competing needs and interests of artists and the community can be managed is to have the National Arts Council to have residents who are interested in making their blocks more 'lively'. For example, residents can submit a request to the council to get the permission and approval to do so, instead of acting on their own without the approval of the Town Council. The council can then put up a voting session on whether the residents of the block agree to the artist decorating their block. At the end, they cannot get everyone to agree, but they could at least make the majority of residents happy, which is the most they can do.
