However, the federal government of the United States is empowered to enact laws outside of the criminal law power and has enacted Animal Law legislation in its other capacities.

Community/young people: Donate monetarily to a local animal shelter or animal welfare organization. Provide physical items noted on your local shelter's wish list. Volunteer at your local animal shelter.Be a foster pet parent. Harness the power of social media.

Peter Singer in 1975 wrote a book Animal Liberation which launched the animal rights movement. It was and is a call for an end to human tyranny towards animals. It was a call to end the pain and suffering of animals.
Tom Regan on the other hand adopts a deontological rights position which is the view that animals, like men, “ends in themselves” and therefore ought not to be exploited.
