         <description><![CDATA[<div>A. the government had the power to enforce laws. <br><br>This is the correct answer because, when they had the articles of confederation there was a weak national government. But once they revised and made changes to it making it the constitution the national government was strengthened. It is shown by the way they enforced the law during the Whiskey Rebellion.</div>]]></description>
