 The right to education is a fundamental human right.  Since 1952, Article 2 of the first Protocol to the European Convention on Human Rights obliges all parties to this document to guarantee the right to education.  At the global level, the UN International Covenant on Economic, Social and Cultural Rights of 1966 guarantees this right in accordance with its Article 13.

 Education systems are designed to provide education and training, often for children and youth.  Curricula determine what students need to know, understand, and be able to do as a result of education.  The system of regulations, normative documents, exams, structures and subsidies allows teachers to train in full measure of their abilities.  Sometimes education systems can be used to advance theories or ideals, as well as knowledge, which is known as “social engineering”.  This can lead to abuse of the system for political purposes, especially in totalitarian states and a totalitarian government.
