My understanding of this text is Bob Dylan referring to those who are trapped, either physically or metaphorically; either somebody else is trapping them or they are trapping themselves. This relates to me because at time, stress coming from school and extra-curricular activity can feel like jail cell. However, even without material possessions, the gambler gives the passenger advice to escape his troubles. You never count your money when you're sittin' at the table here'll be time enough for countin' when the dealing's done" The gambler sees that the passenger is in a bad place and offers him advice that sometime, the best way to exit a trapped situation is run and never look back.
