         <description><![CDATA[<div>1.  A major challenges to UN TO UN partnership is the differences in procurement rules. Even the application of the UN to Un agreement is difficult.<br>2. Another challenge is finding the best modality to work with   partners outside of the UN system.  For example, the process designed for FAO to received funds from governments is not easily applied in countries.<br>3. Timeline to review and approval agreements often takes too long. This results in FAO being perceived as a difficult partner. </div>]]></description>

This might be accomplished through the development and implementation of a UNCT Resource Mobilization Plan lead by the RC.
