Many experts believe within the article that the system is overdue for an update on how things are handled.
In addition, considering that Texas has decreased in its support of Community College institutions, some leaders want Texas to put more effort into bringing the support back to the institutions.
The ultimate message of this article was to gather momentum to get community colleges back to the forefront so that people could have the tools needed to get back into the workforce.

The interviewee stated, " as a Financial Aid Administrator managing institutional state and federal funding, the institutional funding aids the students with the most financial need. Therefore, any changes to institutional funding received almost always directly impact the ability of students to attend college. Institutional funding dictates the level of service we can provide students and the type of student experience they are offered" (M. Jagne-Shaw, personal communication, September 29, 2022).

Dean Jagne-Shaw mentioned that the best practices for this topic are

Funding based on enrollment size.
Funding based on local industry needs.
Funding based on demographic equity.

When asked what emerging issue is related to the topic, he stated, "An emerging issue is Texas basing the funds they give to a community college on the degree completion rates of an institution. This new paradigm would indeed enable the schools to concentrate on enhancing their results rather than competing with other colleges for low financing. However, community colleges that cannot raise the necessary funds through student enrollment and local communities risk falling behind " (M. Jagne-Shaw, personal communication, September 29, 2022).
