I think there is no exact speaker in this poem, its more of a message each and every individual person who has gone through racism or discrimination wants to spread. This person has suffered long enough to the point where they are used to it. This doesn't mean they have accepted their fate because deep down they know they are all alike.

I think the speaker isn't really speaking to anyone specific, I feel like its a message for everyone and all types of people. The message overall conveys that everyone is equal no matter who are what they may represent. The overall targets people who have suffered from racism/discrimination, people who have been guilty of making such remarks against others, and people who feel less than or more highly than others. In reality, it's a reality check of everyone being equal whether or not they like it or not.

The setting obviously takes place in America, specifically when racism was at its peak. People of color were being seperated from others causing this huge problem with racism being the main cause. Obviously, people of color were outnumbered and laws were created about this. Some stood quiet doing as they were told and others spoke up. A way of speaking up was writing through poetry which obviously had an impact since things have greatly changed since then.
