Water polo was created as early as the 1880s. Two different forms of water polo combined into the game that is known today. In Great Britain it was originally called water rugby. With many of the rules similar to rugby, but in water. In the United States it originated with different rules characterized by diving, bringing the ball underwater, and rough play. Men's water polo was added into the Olympics during the 1900 games and an international committee was established in 1930 as most countries agreed to conform to a set of rules. Women's water polo was added into the Olympics at the 2000 games (Water Polo Equipment and History).

Latin American countries struggled through independence movements that disconnected them from the rest of the world and resulted in a lack of focus on entertainment centered activities such as sports.

Soccer plays a huge role in Brazil's history and is permanently embedded in its culture. For any sport to compete against soccer for the hearts of Brazil's population is a difficult task. Brazil's National soccer team has been successful in its history. Brazil has won the FIFA world cup five times . This success has unified Brazil's people. Although water polo was introduced to Brazil at around the same time as soccer became popular, the sport has struggled to get the same attention. A big reason for this is the difference in success. Brazil's water polo teams have not been as successful as their soccer teams, never placing first in the Olympic games or in the FINA world championships.

Cuba's history has impacted its history in water polo. After Cuba's revolution in the 1950s the country struggled economically and politically. Thousands of Cubans fled to the United States in search for a fresh start. Many high profile Cuban athletes, including olympic water polo players and coaches, left Cuba to find success in the US. "Osvaldo Garcia Sr. and his son, Osvaldo Jr. left Cuba in the 1990s (Robb 1994). Osvaldo Sr. participated in three Olympics, coached Cuba's junior national team and eventually Cuba's Olympic Men's water polo team before he left for the US. Cuba lost many talented water polo players and it impacted their success, or lack of, in the sport.

The Central American and Caribbean games is a multi-sport event held every four years, similar to the Olympics. It is usually scheduled in between the summer Olympics and only has athletes from Central America and the Caribbean participating. The games didn't start until 1926 and water polo wasn't added to the games until 1938. The tough levels of competition presented in the Olympics and the FINA water polo world championship are a big reason why a lot of Latin American countries don't participate. Latin American water polo teams cannot compete with other, more established teams and usually don't qualify in world-wide water polo competitions. Water polo is not a popular sport in most of Latin America, so the level of talent is still growing and evolving. The Central American and Caribbean games allow for these countries to participate in a regional water polo competition.
