If 60 votes were required, an unpopular president, elected without a majority, could not appoint people with only the support of his party.

 My proposal would force the president to nominate judicial candidates who have broad support and represent the mainstream of judicial thinking, rather than having on either side of the political divide. It would also lead to legislation that could pass only with broad support, which would compel members of both parties to work together for the good of the country.
