The Deputy Prime Minister appreciates the proactive efforts of major Japanese corporations, including JERA, in researching and proposing investments in renewable energy projects and clean fuels to contribute to the implementation of the Just Energy Transition Partnership (JETP) and Vietnam's commitment to net zero greenhouse gas emissions. They are also aligned with Japan's Asia Zero Emission Campaign (AZEC) initiative. 

• A market-oriented approach can significantly accelerate Vietnam's green energy transition by leveraging the forces of supply and demand, competition, and price signals to drive investment, innovation, and efficiency in the energy sector. 

• Science evidence backup for a clear vision of energy transition 
• Innovation financing mechanisms for energy transition and ensuring the “JUST” aspect: public/private/blended finance, carbon pricing.

• Improve coordination and collaboration 

• Consumer Choice and Awareness.

 

• Retail electricity price for households with 5 tiers instead of 6, to encourage efficient and economical usage.

During the meeting, EVN's Deputy General Director Nguyen Tai Anh praised ADB's technical support for the BESS pilot. Both parties committed to continued collaboration, including government reporting and developing regulations for BESS integration and operation. EVN sought ADB's support for training, capacity enhancement, and infrastructure for electric vehicle charging stations.

ADB and EVN, with nearly 30 years of partnership, are jointly advancing energy-related initiatives.

 

He also advise on accelerating infrastructure investment and easing financing access, as earlier lending issues have impacted businesses

 

MOIT clarified that only around 12.5% of households nationwide need to install 1 kW by 2023 to achieve the target capacity of 2,600MW by 2030, as outlined in Power Plan VIII. Therefore, there is no need for additional incentive measures. 

1.    Suggesting the exemption and reduction of registration fees, as well as license plate registration fees, for electric cars.

2.    Incentives for EV customers with $1.000 per car

3.    Three categories that are eligible for support and incentives: battery electric cars, fuel cell electric cars, and solar cars.

4.    Reviewing and issuing regulations on batteries recycling; proposing incentives for investors/manufacturers in EV sectors. 

5.    Incentives for developing charging infrastructure. 

Addressing these questions, Mr. Tran Quang Lâm, Director of the city's Department of Transport, affirmed that even before the effective date of Resolution 98, the locality had formulated steps and calculated scenarios for implementing both the TOD model and the transition to low-emission transportation. 

 

 

 

 

Phase 2 - Investor Selection and Construction Rights: The Ministry of Industry and Trade manages this phase, contingent on Phase 1 success. Investor selection should align with suitable electricity prices to encourage offshore wind energy development. Clear criteria focus on project plans, capacity, experience, and stability, with developers responsible for continual updates.
