Those theories were made from aforementioned pattern in measurements of nature. The theory of The Golden Ratio was often noticeably applied on many artworks -- intentionally or not, to create beauty.

The Golden Ratio is found often in:
Nature
Mathematics
Art
Architecture
Design

Using The Golden Section for layouts has a strong downside because of the numbers and mathematics involved, which may result in unworkable numbers for measurements.

Rule of Thirds
Rule of Thirds was mostly used by classical artists and architects, then adopted by photographers.

Rule of Thirds is a quite simple theory, divide the workspace/layout into thirds horizontally and vertically, aligning the key focus points of the composition to where the lines intersect. The reason why this theory is found to be easy is that it is flexible to use on many workspaces and unlike The Golden Ratio, Rule of Thirds is simple to adjust.

Boulton, M.
