We have different opinions:
From my perspective, I believe that exports tend tp produce high quality content, as they can think more comprehensively and have already engaged themselves  in the specific field for several years. It is true that they may not productive enough, but nearly every production published can be high quality.
As for others, they may just share the things that they are interested in, or consider things partly, not as a whole.
